Citizenship by Naturalization
Contributions (Investment)
Principal applicant (for a minimum residence period of 36 months): €600,000
Principal applicant (for a minimum of 12 months): €750,000

Residence Requirement
An applicant and all adult dependants must hold Maltese residency status for a minimum of 36 months or, by exception, for a minimum of 12 months.
Property Requirement
Property Purchase: €700,000
Property Rental: €16,000 per annum
Property Holding Requirement
The property must be retained for at least five years from the date of issue of citizenship certificate.
Other Investment Requirements
Donation of €10,000 to a registered philanthropic, cultural, sport, scientific, animal welfare or artistic non-governmental organization or society, or as otherwise approved by the Community Malta Agency (“Agency”).
In Principle Approval
From the payment request voucher settlement, the Letter of approval for eligibility takes between 120 and 150 calendar days.
Settlement of Contribution
The principal applicant will be instructed to remit the contribution within 25 days of the Letter of Principle Approval issue. Payment is to be received within twenty days of such instruction, after which the Authorities will notify the Minister to issue a certificate of naturalization. The contribution is non-refundable.
1. Power of Attorney
The prospective applicant gives a power of attorney to the Authorized Registered Mandatory (“ARM”) to act on his behalf for the whole duration of the application process.
2. Residence
The ARM performs Tier 1 due diligence on the prospective applicant and submits the Residency application.
The Agency performs Tier 1 due diligence and obtains 1st police clearance.
3. Eligibility
The ARM submits Citizenship eligibility application to the Agency.
Birth and marriage certificates are submitted to Public Registry and Passport Office by the ARM.
4. Due Diligence
The Agency performs Tier 2 due diligence and ensures the correctness and completeness of the application. The Agency may request further information and documents to provide all the necessary documentation.
The Agency performs Tiers 3 and 4 due diligence and presents the application and its findings to the Minister.
5. Eligibility Decision
On the Minister's instructions, the Agency informs the ARM of the Minister's decision if the applicant is eligible to apply for Maltese Citizenship.
6. Citizenship Application
After 12 months or 36 months from residence, the ARM presents the Maltese Citizenship application to the Agency.
7. Update Due Diligence
The Agency updates its due diligence on the applicant and presents its final findings to the Minister.
8. Citizenship Decision
The Agency informs the ARM of the Minister's decision if the applicant can be granted Maltese Citizenship on the Minister's instructions.
9. Investments
Applicant fulfils the Exceptional Investment, Donation, and Property requirements.
10. Oath of Allegiance
The applicant is invited to Malta and takes the Oath of Allegiance.
The applicant is then granted Maltese Citizenship and is issued with a Certificate of Naturalisation.
11. Monitoring
The Agency conducts continuous monitoring for five years.
