*Gambling is prohibited under the Comorian Penal Code at the national/federal level. Licensing in Mwali and other Comoros islands is administered by island-level regulatory bodies not recognised by the Union of the Comoros’ federal government. These licences are nonetheless in widespread commercial use and generally accepted by many payment processors and software providers, but they carry a materially different legal/recognition profile than licences issued by an internationally recognised national regulator. Mwali-licensed operators also report more limited acceptance among major software providers and payment processors compared to Anjouan.
